ウ. I'm looking at cutting expenses by shutting down more bare metals 
that are neither highly utilized nor used by cfarm. Moving non-cfarm VMs 
around.
エ. I set the CPU governor to ondemand/powersave on all machines. The 
Talos 2 board has some quirks: the default OPENPOWER firmware doesn't 
come with a "WOF" that defines the turbo frequencies of the POWER9 CPUs 
installed; the CPUs run at base frequency by default, but I found a WOF 
profile for the CPU model on github. So I rebuilt the OPENPOWER 
firmware, made one firmware image for summer and one for winter (the one 
with WOF).
オ. Martin Guy had previously donated in March (Thanks!) and I thought 
the money would be enough to pay for 6~7 months of bills, but oh boy did 
I underestimate the costs.
