One funny thing I've observed previously:

for k in $(seq 0 $(($(nproc)-1))); do
    cat /sys/devices/system/cpu/cpu$k/topology/thread_siblings;
done

prints:

...,00000000,00000000,00000000,0000000f
...,00000000,00000000,00000000,0000000f
...,00000000,00000000,00000000,0000000f
...,00000000,00000000,00000000,0000000f
...,00000000,00000000,00000000,000000f0
...,00000000,00000000,00000000,000000f0
...,00000000,00000000,00000000,000000f0
...,00000000,00000000,00000000,000000f0
...

(or friendlier thread_siblings_list):

0-3
0-3
0-3
0-3
4-7
4-7
4-7
4-7
8-11
8-11
...

instead of what I would expect:

0-7
0-7
0-7
0-7
0-7
0-7
0-7
0-7
8-15
8-15
8-15
8-15
8-15
8-15
8-15
8-15
...

perhaps this is related?
