It depends what you want to test.

If you want to test that a certain package compiles and links correctly
with the Fedora 43 compiler and the Fedora 43-provided shared libraries,
you can certainly do that in a container.

If, however, you want to test the kernel's behaviour, such as
  - for certain bugs in kernel system calls,
  - for certain files under /proc/self/cgroup,
  - for the files stored/touch upon boot time,
the container is likely to give you different results than a VM.
