Fuzzing is essentially identical to mining in terms of what it does to a host,
even if it's for good (non-klepto) purposes. I think if anyone really wants
to fuzz, and can't use something like OSS-Fuzz (which admittedly is a PITA to
set up), a cheap way to do it is to get some old server with $max_cores and
$min_storage off eBay and use that as a fuzzing engine. You can load that up
as much as you want without affecting anyone else.
