I'm not sure why we would want GCC installed under such an obscure path
under /opt/charm, nobody will ever find it there.

https://gcc.gnu.org/wiki/CompileFarm#Services_and_software_installed_on_farm_machines
has the necessary settings for building GCC on AIX.
