[cfarm-users] Support for http(s) with SVN on gcc119

Hi all,

On gcc119 (and only this server), I cannot check out a SVN repository 
using http or https scheme:

-bash-4.3$ svn co https://inn.eyrie.org/svn/trunk
svn: E170000: Unrecognized URL scheme for 'https://inn.eyrie.org/svn/trunk'


-bash-4.3$ svn --version
svn, version 1.9.4 (r1740329)
    compiled Jul 21 2016, 15:27:09 on powerpc-ibm-aix6.1.9.0

The following repository access (RA) modules are available:

* ra_svn : Module for accessing a repository using the svn network protocol.
   - handles 'svn' scheme
* ra_local : Module for accessing a repository on local disk.
   - handles 'file' scheme


It looks like ra_serf (for http/https) is missing.  Could it be added 
please?
