It’s a Debian; this state will happen until the loong64 patches to
src:linux are merged; until then, every time src:linux gets a new
upload, linux-libc-dev (which recently became arch:all, unfortunately)
gets the unpatched version that is missing these headers, then someone
in the porting team makes an upload to unreleased that includes them
again etc…

That being said, linux-libc-dev 6.7.9-2 should have the files, but
cfarm400 only knows 6.6.x versions.

*And* it’s missing unreleased from sources.list, too.

Canonical sources.list for debian-ports architectures is:

deb http://deb.debian.org/debian-ports/ unstable main non-free-firmware non-free contrib
deb http://deb.debian.org/debian-ports/ unreleased main non-free-firmware non-free contrib

(Though non-free and contrib are usually empty there.)

(gnutls can also be used, but if you are compiling lynx for your own use,
there is no reason to consider using that package)
